Description:

The New York City Department of Citywide Administrative Services (DCAS) seeks an Assistant Commissioner, a leadership position in the Division of Citywide Equal Employment Opportunity ("EEO") that provides oversight and guidance to nearly 80 city agencies employing 300,000 employees. This position requires a strong strategic leader versed in the contributions that equal employment opportunity makes to the mission requirements of City Agencies. The Assistant Commissioner for Citywide EEO will:
  • Recommend, develop and implement Citywide EEO policies and procedures to create and maintain equal employment opportunity
  • Assist agencies in identifying and developing diversity strategies and initiatives
  • Formulate, create and monitor enforcement strategies
  • Manage the provision of expert guidance to agency EEO personnel, attorneys, managers and executives
  • Oversee preparation of analytical and statistical reports on workforce demographic trends
  • Plan and deliver training programs
  • Develop and conduct briefings for senior-level City officials


Requirements:

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time responsible experience in one or more of the following areas: personnel administration, planning, law, staff analysis, labor relations, community relations, or a related area, 18 months of which must have been in an administrative, managerial or executive capacity, or supervising personnel performing duties in one or more of the areas described above; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive or supervisory experience described in "1" above.

New York City residency required within 90 days of appointment.

Essential Skills:
Significant experience leading programs based on federal, state and local laws and regulations relating to equal employment opportunity; high-level organizational and management ability to lead change, as needed; excellent analytical skills, including knowledge of statistical methods; superior communication skills, including the ability to build coalitions of stakeholders and nurture relationships; and familiarity with investigative practices. A law degree is preferred, although not required.
