The New York City Department of Citywide Administrative Services (DCAS) seeks a Director of Research for the Division of Citywide Equal Employment Opportunity ("EEO").

The Division provides oversight and guidance to nearly 80 city agencies employing 300,000 employees. Under the direction of the Deputy Commissioner for Citywide EEO, the Director of Research conducts statistical research on workforce demographic trends, identifies policy recommendations consistent with such research, publishes reports, conducts data-related training, and updates agency data systems consistent with legal requirements.

The Director will have significant statistical, spreadsheet and database management skills and will have demonstrated ability to create measures and reports to equip City government to serve our City's many communities.

The Director of Research will:
  • Manage the collection and interpretation of census and other workforce data regarding city employees, agencies, and EEO complaints and requests for reasonable accommodations, while working with EEO and IT professionals to develop and manage workforce demographic databases
  • Prepare analytical and statistical reports on workforce demographic trends
  • Assist in the formulation and monitoring of data-driven enforcement strategies
  • Design training materials, presentations, charts and reports
  • Provide technical guidance, training, ongoing assistance and support to other EEO personnel
  • Recommend and develop Citywide diversity strategies and initiatives involving metrics
  • Assist in the development and conduct of workforce demographic briefings for senior-level City officials


Requirements:

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above: or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above. New York City residency required within 90 days of appointment. Essential Skills Excellent analytical skills, including knowledge of statistical methods and application of EEO measures to organizational mission; strong interpersonal and communication skills, including the ability to build coalitions of stakeholders and nurture relationships; organizational and management ability to lead change, as needed; strong interest in EEO.
